Question: On the date the decision was made that the 2008 Sinking Fund architectural services project was large enough to deserve competitive price information, why was a bid process not used? The eventual contract was for one quarter of a million dollars – well above the normal threshold of $15,000 or so established by the Board to trigger most bid requirements.
Response: The retention of professional services is not subject to any state or board requirement for a bid process at any value. The bid process was not used last fall because board policy provides for RFQ and RFP processes when the district retains professional services. The architect selected was chosen by a committee of board members, administrators and members of the public during an open, competitive RFQ/RFP process in spring 2007.
